How did the project where you converted a 20400 hdd go. I have one myself but I can't get any action from it so I may do the same.

Was the ide cable sufficient enough to supply power? Or do I need to hotwire the power cord to it? Also will Ubuntu work for installing the dsnet toolset?

You need separate power connection.
16.04 Ubuntu i686 should work.

Drive will only spin up when software that requires it accesses it.
You can plug it into PC, PS2 network adapter, or IDE to USB.

looks like a easy soldering job, some flux and it will be done in seconds. I know on PS1 the controller port for dev has a different pinout, but ps2 i think it was like retail.
