Assuming VA1, is there a reason people solder pin 44 (~WE) of the MX29LV160 to pin 9 (~WE) of IC502? Are any write operations performed on the region free bios? I'm assuming not—it just might look cleaner to also tie it to pin 23 (VCC) with the ~RESET pin.

It's so you can reflash the chip while it's installed in the DC. If you know you are never going to do that, then tying WE/ high is perfectly valid.
