PS1 PU-23 board won't boot (SPU issue?)

So I've got this non working PU-23 board.
Pressing on the CXD2938Q chip the console boot. I've tried reflowing the chip but after doing that the console won't boot at all even if I press on the chip... Can the issue be something else? If I'm able to repair it that would be fine, otherwise I'll probably just trash the mobo...
