ps3 cechc04 no red (standby) light and wont power on at all

hello ive obtained a cechc04 cok02 ps3 and im having the said issue. ive tryed another working psu and nothing tryed tha cechc04 psu to other ps3 and its working. ive check all fuses (at least i think so) found nothing damaged what could this be?
