Found Ratchet and Clank 3 Promo CD (PAL)

Hey I recently found a Ratchet and Clank 3 promo CD PAL. Does anyone know if the "PROMO ONLY - NOT FOR SALE" releases are just the final build or maybe a little earlier than the release build? The game code or whatever it is is "SCES-52456 9601425". Couldnt find anything about it when i searched it up, so I'm thinking of buying the disc. What do you guys think?

It really depends I have a press disc for an Xbox Racing game and the game's 100% identical to the retail version. I guess it depends. Sometimes they're just demos too: I have a Monster Hunter promo only disc for PS2 that's a demo

A lot of "PROMOTIONAL DISC NOT FOR RESALE" CDs are just the final game.
