What other consoles instead of PlayStation 1 and Mega Drive support this?

I'm interested for PlayStation 2 PAL and GameCube PAL consoles; something like this can be applied to a Wii PAL console?

Does a modded PS2 PAL and GC PAL works the same like PS1 PAL with NTSC games from a frequency perspective?
