Cleaned the whole board with canned air and alcohol, checked for shorts around the chips and reflown the places I've soldered before and check those again for shorts. Still the same issue...

hmmn that is strange. might be a ram error or a Huc random error. Or... power regulation error, but most unlikley. Did you try onathor brick?

in total I've tried 3 power brick. 2 megadrive ones and 1 modern regulated one form retrogamesupply. The megadrive ones gets the 7805 really hot, as in you can barely touch them, but I've used for more than 3 years now. the regulated one I recently bought (as the initial problem reported on terraonion said it either might be the PSU or console).
